Mr. Earl S. Hayes
Program Manager
White House Initiative on Historically Black Colleges and Universities (WHI/HBCUs)

Mr. Earl S. Hayes currently serves as a Program Manager for the White House Initiative on Historically Black Colleges and Universities (WHI/HBCUs). Earl also serves as the liaison between the Science & Technology (S&T) Cluster of Federal Agencies under Executive Order 13256 signed by President George Bush in February 2002. Ten Federal agencies comprise the Science and Technology Cluster. They are; U.S. Department of Agriculture, U.S. Department of Defense, U.S. Department of Energy, U.S. Department of Interior, National Aeronautics and Space Administration, National Science Foundation; National Institutes of Health, Environmental Protection, Agency, Home Land Security Administration, Nuclear Regulatory Agency, and the General Services Administration. Added recently to this cluster is the Federal Emergency Management Administration. In 2001 -2003, these Federal agencies provided thirty-six (36)% of research dollars to HBCUs.

Prior to his appointment to the WHI/HBCUs Mr. Hayes served as the government relations officer for the National Association for Equal Opportunity in Higher Education (NAFEO) and worked closely with congressional representatives to urge increased funding legislation for HBCUs. In addition, to his duties as government relations director for NAFEO Mr. Hayes also establish a NAFEO Corporate Advisory Board from among the nation's Fortune 500 hundred companies. Working closely with Dr. Cleo Blackburn, formerly President of Jarvis Christian College Mr. Hayes helped to establish on-site education programs at many major industries and self-help housing programs across the nation. Mr. Hayes is a product of Morgan State College and University.
