Ms. Suellen D. Jeffress is currently the Headquarters, U.S. Army Contracting Agency’s (ACA) Small Business Associate Director, and has also served as the ACA’s Director of Liaison and Acting Deputy Director in the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology) (OASA(ALT)). This organization provides contracting support for all training and warfighter Army installations worldwide, and supports the Network Enterprise Technology Command. She also served as the Task Force Leader working with the Deputy Under Secretary of the Army’s Reorganization Task Force to lay the foundations of the ACA. Highlights of her career as a member of the OASA(ALT) procurement staff include: Director of Systems Support, responsible for procurement oversight of all Army Acquisition Category I-IV major and non-major weapons and automated data processing systems; policy position responsible for establishing the initial foundations of the Army’s Past Performance Information Management System; Team Leader of the Contracting and Acquisition career field proponency mission in support of 10,000 civilians Army-wide, responsible for establishing the Contracting and Acquisition Career Program, and developing policies and procedures for implementing the Defense Acquisition Workforce Improvement Act for the contracting workforce. She has also served as the Procurement Management Review (PMR) Team Leader, conducting assessments of Army Offices of the Principal Assistant Responsible for Contracting and installation contracting offices worldwide. Other assignments include: procurement oversight for over 100 major electronic
weapons systems programs, HQ Air Force Systems Command, Andrews Air Force
Base, MD; contract administration in support of a $650M automated data
processing contract in the Vertical Installation Automation Baseline Project
Manager's Office, U.S. Army Computer Systems Command, Fort Belvoir, VA;
and her first government position at the U.S. Army Tank-Automotive Command,
Warren, MI, which included experience in major systems acquisition in
the Bradley Fighting Vehicle Systems Program Manager's Office.
