Mr. Luther L. Santiful serves as Director of Equal Employment Opportunity and Civil Rights for the Department of the Army. Mr. Santiful, a member of the Senior Executive Service, is responsible for policy, guidance, direction, and oversight of all plans and programs affecting equal employment opportunity for Army civilian personnel. In addition to directing the EEO staff, he has oversight of accessibility issues that affect the Army workplace and public use of Army facilities.

Mr. Santiful previously served as Director of the U.S. Army Equal Employment Opportunity Agency following his tour as Director of EEO for the U.S. Army in Europe, headquartered in Heidelberg, Germany. Prior to that, he served as Equal Employment Opportunity Officer for U.S. Army, V Corps, headquartered in Frankfurt, Germany. Before his assignment with the U.S. Army, Mr. Santiful held several positions in EEO, Public Affairs and the Production Department with the U.S. Naval Air Rework Facility in Norfolk, Virginia where he began federal service as a four-year machinist apprentice.

After completing his apprenticeship, Mr. Santiful received a certificate in Industrial Management from the University of Virginia and later a Bachelor of General Studies from George Washington University. He is also an alumnus of the Federal Executive Institute. Two consecutive Governors appointed him Vice Chairman, Governor's EEO Committee for the Commonwealth of Virginia. Mr. Santiful contributed substantially to the EEO policy recommendations in Vice President Gore’s National Performance Review Report. His peers elected him to two consecutive two-year terms as President of the Council of Federal EEO and Civil Rights Executives.

A native of Waverly, Virginia, Mr. Santiful resides with his wife, Wilhelmina, in Edinburg, Virginia.
